The short answer
Wobble is a symptom with several possible sources. With the vehicle parked and unloaded, locate movement at the receiver, hitch pin, anti-rattle device, shank, tilt hinge, or bike cradle. Do not tighten the first visible fastener without identifying which joint is moving.
Find the moving joint

Follow the maker’s torque and anti-rattle instructions. Inspect for cracked welds, elongated holes, bent shanks, and contact with the bumper or exhaust. A quiet rack is not necessarily a secure rack; the hardware must remain correctly engaged.
Limits
