The short answer
Add the carrier weight to the bikes, then compare that combined load with the most restrictive rating. Check the receiver size, hitch class, vehicle manual, carrier instructions, rear clearance, and any e-bike battery or frame restrictions. A rack that fits the receiver can still exceed the vehicle’s permitted load.
