The short answer
The clamp must engage the intended structural rail or mounting surface with the correct contact and fastener reach. A rail cap or liner may be cosmetic, protective, or part of a designated accessory system; its presence alone does not tell you whether it can carry a rack clamp.
Check the interface

| Cap profile | Does the jaw seat as designed? | Contact is on an edge or rounded lip. |
| Liner thickness | Does the fastener still engage fully? | Threads bottom out or barely catch. |
| Utility rail | Is it a rated rack mounting point? | A rail is used outside its instructions. |
| Pad | Is the specified pad still flat? | It folds or squeezes out. |
| Bed finish | Is contact clean and undamaged? | Grit or movement is visible. |
Do not grind, drill, or remove a cap to make a clamp fit unless the manufacturer provides that procedure. A correct-looking clamp can still have insufficient engagement. Recheck after the first loaded drive and after any cover or rail accessory changes.
